Not quite how it works. He reincarnates, but he's still Cain. He's still the same person who murdered Abel. The only time he'd be a different person would be if he had his memories scrubbed from his soul in the sea of souls.
But yeah. It's a pretty weird twist, but I think God set him up, personally. God's a pretty underhanded being to begin with, so he probably did it to prove a point to other humans about what he could do to them.
