Yes, that is precisely what it is. When time travelling, there are certain pivotal events that cannot be changed in that line. Of course, other branches may appear and result in a whole new timeline, but in that original line, those events remain.

[It all gets a bit message beyond that because there are so many options, so many things that can change before a fixed point is reached that it never stops a new branch from growing, and he wonders how much of that is different now that the TVA is not pruning new branches, but that is something he’ll have to investigate more once he returns home.]
